10 Mar EVN and Phongsupthavy Group
On the morning of August 15, in Hanoi, Vietnam Electricity Group (EVN) worked with Phongsupthavy Group (Laos) to coordinate and speed up the implementation of the 220kV Nam Sum – Nong Cong line project. Mr. Pham Hong Phuong – Deputy General Director of EVN chaired the meeting.
Attending the meeting, there were Mr. Nguyen Duc Cuong – Member of the Board of Members of EVN.
On the side of Phongsupthavy Group, there was Mr. Phongsavath Senaphuan – Chairman of the Group; Mr. Bounnam Khamphilavanh – Deputy General Director of the group.
Reporting at the meeting, the representative of EVN Construction Management Board said that the 220kV Nam Sum – Nong Cong line was built with the goal of importing electricity from Laos to Vietnam.
The part in Vietnam’s territory is a 2-circuit line with a length of 130km, from connection point G1 at the Vietnam – Laos border to the 220kV Nong Cong Transformer Station, passing through Nghe An and Thanh Hoa provinces. Currently, the project has completed casting the foundation 162/299 positions; erecting columns in 45/299 positions; preparing to pull the rope with 8 anchorages and just handing over the ground; completed the bypass section at 220kV Nong Cong substation.

In the past time, although the investor has made many efforts, the project still faces many difficulties and obstacles in compensation, site clearance and conversion of forest land use purposes.
In order to speed up the project progress, Vietnam Electricity Group/National Power Transmission Corporation (EVNNPT) looks forward to receiving active support from the Ministry of Agriculture and Rural Development and the People’s Committees of Nghe An and Thanh Hoa provinces in their work. converting forest land use purposes and site clearance compensation, so that the Prime Minister can approve the policy of converting forest use purposes before October 30, 2023.
The investor also proposed that Thanh Hoa and Nghe An provinces hand over the entire column foundation and route corridor early.

At the same time, in order for the 220kV Nam Sum – Nong Cong line project in the territory of Vietnam to be synchronized with the progress of the project in the territory of Laos, EVN recommends that Phongsupthavy Group establish a regime for periodically exchanging information on the status of investment and construction projects with the National Power Transmission Corporation and the Northern Power Project Management Board.
EVN also proposed that the two corporations exchange information on the implementation of the contents stipulated in the PPA contract, connection agreement and related regulations to connect power plants in Laos to Vietnam appropriately. with rules…
At the meeting, representatives of Phongsupthavy Group informed about the progress of the 220kV Nam Sum – Nong Cong line (part of Laos territory) and the Nam Sum 220kV Switching Station. It is expected that Phongsupthavy Group will complete the entire project in January 2024.
At the same time, Phongsupthavy Group will also generate electricity for 3 units of Nam Sum 3 Hydropower Plant (156MW) from February to April 2024, respectively.
Mr. Phongsavath Senaphuan – Chairman of Phongsupthavy Group said that Phongsupthavy Group will make maximum efforts, speeding up items to complete the project according to the set schedule; At the same time, closely coordinate with EVN and member units to implement procedures according to regulations.
Mr. Nguyen Duc Cuong – Member of the Board of Members of EVN affirmed the importance of the project in the implementation of bilateral commitments between the Governments of the two countries; At the same time, EVN member units as well as the investor of Lao projects need to drastically and implement all solutions to speed up the progress and synchronization between the two sides.
Concluding the meeting, Mr. Pham Hong Phuong – Deputy General Director of EVN affirmed that after the discussion process, EVN and Phongsupthavy Group have agreed, have the same vision, goals, and determination to complete projects according to set progress milestones. Mr. Pham Hong Phuong also suggested that units need to proactively plan and work with relevant agencies to ensure project progress milestones, with the goal of completing construction of the 220kV Nam Sum – Nong line. culverts in both Vietnam and Laos will be completed in January 2024, ready to receive electricity from Nam Sum 3 Hydropower Plant (156MW) from February 2024 and Nam Sum 1A project (50MW) from June /2024.
EVN’s leaders also affirmed that EVN will direct relevant units, determined to complete the project in the territory of Vietnam according to the set schedule; At the same time, he wishes to continue to cooperate more effectively with Phongsupthavy Group in the near future.
